Dern

Once the academic center of The Kingdom of Ulthar, Dern is now an abject example of standing in the path of King Leo Arthas. After the The War of the Gem, the city lies in ruins with little of what once stood remaining.

Population: Officially 15,000, considerably more counting refugees, slaves, mercenaries and criminals who’ve descended on the city since the war. (85% human, 5% half-elf, 10% other)
Economy: None to speak of. Much of the city’s economic prosperity once came from the Incarnum Academy, Ulthar’s premier magic university, which brought in a steady stream of new residents and produced a steady stream of magic items and competent spellcasters. Now, the city’s economy is mostly dependent on a thriving black market, where shoppers can find anything from food and basic necessities to magic artifacts pilfered from the ruined college.
Government: Formerly The Council of Three, a group of nobles, but since the war, the city is ruled by Khelben Blackmoor, the former headmaster of the Incarnum Academy and Morinth Leerin, a mysterious criminal figure. Blackmoor tries to keep the city running and provide for those desperately in need of basic necessities and protection while Leerin attempts to take everything left in the city to take. Their clashes are regular and frequent, threatening to erupt into larger incidents of violence.
